The Canadian Freight Forwarding industry is fast approaching the deadlines for the E- manifest initiative full implementation, which will require freight forwarders in all modes of transportation (air, marine, highway and rail) to electronically transmit advance commercial information to the Canada Border Services Agency (CBSA) within prescribed mode-specific time frames.
Short overview
eManifest is the third phase of the Advance Commercial Information (ACI) initiative introduced in the marine mode in 2004 and in the air mode in 2006.
eManifest requirements for freight forwarders became legally binding in May 2015. Following a voluntary compliance period, CBSA is now moving forward with the implementation. The impact of the above will require all filings to be performed at destination. Henceforth ITN will be required to file all e-manifest data with CBSA under their SCAC code – the timeline for which is detailed below.
Implementation timeline (MANDATORY):
• January 4, 2021 – Effective date based on ETA at 1st Port/Airport of entry into Canada
In order to meet CBSA timelines set forth for e-manifest filing, ITN will be requesting
e-manifest information duly completed on below fillable form and sent to ITN offices, as per below guidelines for Marine and Air shipments. The charge to file emanifest on your behalf is USD$25/emanifest.

ITN is currently filing e-manifests with CBSA for certain shipments and would recommend agents to start sending e-manifest information to ensure if there are any issues in filing, they can be addressed prior to the mandatory start date.
